A manufacturer or stewardship organization that arranges the collection, transportation, and processing of architectural painting in accordance with this Section shall be exempt from liability for conduct under state laws relating to antitrust, trade restrictions, unfair trade practices, and other trade regulations only to the extent that the conduct is necessary to facilitate the collection or organized processing chosen by the manufacturer or organization.
