HDB is composed of a Chairman and 11 other members[22] as well as three departments, the Building, Succession and Corporate departments, under the supervision of a Chief Executive Officer[23], a member of the Board of Directors. [24] Each department is divided into different groups. The Research and Planning, Development and Procurement, Building Quality and Buildings and Infrastructure Groups and the Building and Research Institute are subordinate to the Construction Department; real estate administration and ownership, housing management, community relations and land groups under the Estates Department; and the Corporate Development, Corporate Communication, Finance, Information Services and Legal groups of the Group Management. [23] HDB`s claims department is led by David Bright, Esq. In this role, David leverages extensive and specialized experience – over twenty-one (21) years in private legal practice – to provide HDB`s clients with a unique and valuable resource. HDB consists of a 12-member Board of Directors and three departments, the Building, Estate and Corporate departments. In addition to providing social housing, HDB manages land reclamation works in Singapore and maintains the infrastructure of Singapore`s national resource reserves. The relocation of Kampong residents allowed HDB to continue its redevelopment plans for the core area,[8] and the Urban Renewal Department was established within HDB in 1966 to manage the redevelopment works.

This department was also involved in the construction of new facilities in the central area and collaborated with private companies in the construction of new buildings on cleared plots. In the 1970s, however, urban renewal projects proved too large for the ministry to manage alone,[9] so the Urban Development Authority, a statutory body, replaced the department in 1974. [10].
