The Georgia Legal Services Program provides low-income households with free legal representation in certain civil matters. Military personnel and veterans often have legal needs in their personal lives and specific to their military service. They also face financial and other civilian issues arising from the sacrifices made in military life. Depending on the ability, clients are connected to a lawyer in their geographic area who has expertise in their area of need. The program assists veterans with service-related disability issues and military members with civil, non-criminal legal needs. In 1968, the Young Lawyers Section (YLS) of the Georgia State Bar Association undertook a study on the need for lawyers for the poor. The study concluded that there is a disturbing gap between the real need for legal services by those who cannot afford them and the current range of legal services available to them. In addition, the study found that lawyers tend to be concentrated in urban areas, while many « needy » live in rural areas where legal aid is less available. The following year, another comprehensive report followed, aimed at « promoting as much as possible the provision of legal services to the poor, » including a draft settlement by Georgia Indigents Legal Services, Inc.
